Swedish telecoms regulator tightens operational security regulations from March

Swedish communications watchdog PTS said it will be tightening its regulations concerning operational security on 01 March 2020. Among other things, telecom operators will now have to carry out risk assessments before any procurement, as well as looking at the equipment they already have.

PTS said society relies on well-functioning telecoms networks and services more and more, increasing demands for what constitutes reasonable operational security. The advent of 5G will only make this dependence greater. The watchdog said its new rules are in line with many of the measures recommended by the EU.

Among other things, equipment manufacturers must be documented and this documentation kept for five years. So should subcontractors, and the contents of contracts.

Risk analyses should take into account the fact that sabotage is always a relevant threat. Any notifications from PTS regarding threats must always be assessed. Risk analyses should be carried out before signing up subcontractors and before asset and connectivity procurement.

Authorised access requirements concern operators’ own staff as well as subcontracted workers, PTS said.
