Harford County Executive Barry Glassman has named Stephanie Whalon acting
director of procurement.
Ms. Whalon will follow former director Karen Myers, who departed for a position in state government. Ms. Myers led the department over the past eight years, saving taxpayers nearly $27 million through market research, smart negotiations, and other efficiencies.
“We appreciate Karen Myers’ service and wish her well as we welcome Stephanie Whalon to her new role,” County Executive Glassman said. “Stephanie has demonstrated outstanding ability and a track record of achieving best value for Harford County taxpayers.”
According to the County press release:
Stephanie A. Whalon lives in Abingdon and is a lifelong county resident. She graduated from Edgewood High School’s Academy of Finance and earned a bachelor’s degree in business and a master’s in leadership and
management from Notre Dame of Maryland University. Stephanie began her procurement career with Harford County government in 2017 and rose quickly in the department, earning national certification as a Certified Professional Public Buyer (CPPB) and National Institute of Governmental Purchasing-Certified Procurement Professional (NIGP-CPP). Her experience includes reviewing solicitations, negotiating terms with suppliers, and achieving cost savings. She served on the implementation and training team moving all county departments to a new digital platform for business processes.
