We are ready to take this game to the next level and need a keen Senior Continuous Improvement & Quality Assurance Manager, Enterprise Procurement who will be responsible for enabling a culture of continuous improvement and quality execution by ensuring the Enterprise Procurement team is supported with accurate and impactful procurement tools, templates, processes and reporting. You will actively contribute to a positive, productive and innovative work environment to build strong, collaborative relationships with both internal and external stakeholders.
YOUR ROLE IN THE GAME
Reporting to the Director Continuous Improvement & Quality Assurance, Enterprise Procurement, you will also be empowered to:
Procurement Process & Procedural Management
- Document procurement processes throughout the source-to-pay process and ensure documentation is continuously accessible to all procurement professionals.
- Responsible for reviewing all procurement-related processes quarterly to ensure they are accurate and efficient, based on business needs and existing tools and templates.
- Conduct gap analysis on “as-is” process against leading practice procurement processes to identify improvement opportunities within the source-to-pay procurement process.
- Identify and facilitate procurement process improvement workshops and/or projects when applicable.
- Guide LEAN methodology adoption and focus to innovate new ideas to improve existing procurement processes and procedures.
- Identify and maintain appropriate workflow designs for various procurement-related processes.
Procurement Policy Management & Oversight
- Ensure procurement policy is accurate, updated annually and properly aligned with procurement directives.
- Audit procurement initiatives periodically to ensure compliance with existing procurement policies in concert with OLG compliance partners.
Procurement Documentation & Templates Management
- Ensure there is an up-to-date and applicable procurement template for all major sourcing events, including RFP, RFI, RFQ, RFS and others as required.
- Ensure there is an up-to-date and applicable template for all major contract types including NDA, MSA, SOW, etc.
- Work with Category Managers to create and maintain category-specific sourcing templates and ensure ease of use in engaging with applicable templates.
Procurement Systems & Tools/Data Management
- Ensure procurement monitoring tools and training are in place to effectively gather data.
- Oversee gathering of baseline cycle time data to identify opportunities for improvement and track any improvements.
- Manage implementation of any procurement-related technologies including that of eSourcing capabilities.
- Ensure all procurement technologies are maintained and resourced appropriately to provide ongoing support to procurement professionals.
- Identify and research new procurement-related tools and technologies and bring forward recommendations for implementation, where applicable.
Stakeholder Integration/Communication
- Work with procurement team and business leads to support development and ongoing framework for Contract and Supplier Performance Management (ie. Supplier Scorecard).
- Develop and maintain communication templates for key supplier contact points (award decisions, demo invitations, etc.).
- Responsible for ensuring adequate transition to the business stakeholders following the completion of a procurement initiative.
- Ensure all changes to procurement tasks (process, policy, template, etc.) is communicated efficiently and effectively to all procurement professionals.
Compliance/Risk/Audit
- Ensure alignment of Procurement Policy and Contract Management and Supplier Performance Management practices with the enterprise Risk Profile and Appetite and other relevant policies in close collaboration with OLG business partners.
- Stay abreast of the evolving regulatory environment through appropriate channels and networking and interpret/determine how upcoming evolution should be translated and applied into procurement and/or contract management practices.
- Maintain the balance between business imperatives and regulatory/legislative requirements related to Contract Management and procurement practices to ensure compliance while allowing businesses to achieve goals.
Procurement Training & Deployment
- Develop and maintain all procurement-related training materials and ensures appropriate processes are in place for new team members to access applicable trainings.
- Facilitate and empower teams to engage in local problem-solving.
- Engage with business leads to understand, design and deliver information sharing to build strong line of business integration.
Research & Development
- Support R&D related to suppliers, commodity, other.
WHAT YOU NEED TO PLAY
Work Experience: 5-7 years in continuous improvement, quality assurance or business process improvement roles, preferably in public sector procurement; experience managing large complex projects; experience working with large cross-functional teams
Education: University Degree (Business, Supply Chain or other related discipline)
Knowledge and Understanding: Source to pay and invoicing processes; OLG Operations in relation to Procurement and contractual requirements and/or government procurement would be an asset; compliance knowledge as related to procurement practices within the public sector; procurement law & policy management an asset
Critical Skills: Strong business process improvement acumen; must be resourceful and have strong problem-solving skills; strong root case identification skills; detailed at planning and organization; excellent attention to detail; exceptional organization skills; effective verbal and written communication skills; results oriented individual with superior customer service skills and proven ability to work in a team environment
