Procurement delay for £80M Manchester transport framework

Transport for Greater Manchester (TfGM) has extended the tender period for an £80M transport framework after the interested parties were not ready to bid due to the “exceptional circumstances” facing the supply chain.

The decision to delay the re-procurement of the Transport Professional Services (TPS) 2020 framework came after the consideration of several bid readiness surveys.

As such, the existing four-year framework (TPS 2016) will be extended by six months to 28 Feb 2021. According to a voluntary ex ante transparency notice, this will allow the supply chain to recover sufficiently and provide bidders with time to “resource the process” and “be in a position to submit tenders”.

Through the framework, TfGM aims to appoint qualified and experienced consultants for the supply of transport professional services over a four-year term.

Divided into strategic lots (1-9) and specialist sub-lots (A-O), it covers a range of services from transport systems to engineering consultancy services.

Lot 1: Transport Systems

Transport systems consultancy services: Strategic consultancy services with capabilities in lots A (Railway Systems), B (Intelligent Transport Systems)and C (Public Transport Operations).

Lot A: Railway Systems

Consultancy services for railway systems including investigation, planning, design, operations and maintenance.

Lot B: Intelligent Transport

Consultancy services for intelligent transport systems including integration of technology systems and design of single mode and multi-modal control centres.

Lot C: Public Transport Operations

Consultancy services for public transport operations including operational feasibility and performance, investigation, planning, outline and detailed design, operations and maintenance.

Lot 2: Transport Strategy

Strategic consultancy services with capabilities in lots D (traffic engineering), E (development of transport policies and strategies), F (transport appraisal for funding decisions), G (transport network modelling) and H (fares, ticketing and marketing strategy).

Lot 5: Transport Surveys and Data Collection

Strategic consultancy services including the provision of human and technological resource to manage and undertake transport surveys covering all modes of transport.

Strategic consultancy services with capabilities in transport architectural design.

Lot 7: Transport-Related Civil and Structural Advice and Services
