Lawyer of the week: Philip Moser KC, who acted successfully for the Department of Health in a judicial review over Covid test procurement | Law

Philip Moser KC, joint head of Monckton Chambers, acted successfully for the Department of Health and Social Care in a judicial review brought by Good Law Project, the activist group. The court ruled in favour of the department on all grounds, including that it was lawful for the government to grant contracts to Abingdon Health, a manufacturer of Covid test kits.

What were the biggest hurdles you had to overcome in this case?
Dealing with preconceived ideas of flawed government Covid purchasing and that the challenger’s cause is always noble. We had to establish that civil servants were making good-faith efforts to get the best outcome, whatever criticism was voiced in leaked emails.
