Government Provides Update on Procurement Process for New Correctional Facility Amid Criticism

The provincial government is providing an update on the procurement process for the new correctional facility to replace HMP, in the wake of questions raised by the Opposition.

Earlier this week, Opposition Critic for Transportation and Infrastructure, Barry Petten accused government of “Liberal favouritism” on big contracts including the replacement of HMP.

Petten says industry sources confirmed two firms backed out of bidding for the new prison, suggesting that it was clear that Marco was being favoured by government.

Transportation and Infrastructure Minister Elvis Loveless and Justice Minister John Hogan today offered an update on the procurement process.

The RFP was issued to three teams of companies interested in designing, building, financing and maintaining a new correction facility to replace HMP on November 23rd.

Government says in December, two of the three proponents informed the Department of Transportation and Infrastructure that they would not be submitting proposals – citing changes in the Canadian construction market, and commitments to other projects among the reasons why.

Government says procurement of the new correctional facility will continue with the remaining team – Avalon Corrections Partners.

The proposal must be submitted in late 2022 for evaluation.
