Executive/Senior Executive, Procurement job with SINGAPORE UNIVERSITY OF SOCIAL SCIENCES

Job Description

To support Manager (Procurement) in managing the procurement function through guiding users on procurement matters, facilitating tenders, analysing spend to undercover opportunities in group buy and lapses in governance, policy formulation and review, suppliers’ performance management, reporting and audits.

Specific (90%)

Support the Manager (Procurement) in carrying out the following procurement activities: 

  • Supports the implementation and maintenance of procurement systems and procurement activities to ensure adherence to SUSS’s policies and procedures
  • Facilitates and manages tender/RFQ process, reviews evaluation outcomes and award recommendations, puts in place platforms for decision making
  • Identifies potential suppliers to secure cost effective purchases, monitors suppliers’ performance in terms of on-time delivery, quality and costs
  • Implements and maintains procurement policy and guidelines through users’ trainings
  • Monitors and reviews procurement contracts to ensure timely renewal and communications
  • Analyses spend to uncover opportunities in group buy and lapses in governance
  • Provides advice to internal stakeholders on procurement matters
  • Ensures proper documents management to support audits

General (10%)

  • Performs any ad-hoc duties as assigned

Job Requirements

Academic Education/Training/Experience

  • Minimally a diploma in relevant discipline, with a minimum 5 years of relevant working experiences or a degree in relevant discipline, with a minimum 3 years of relevant working experiences. 
  • Relevant procurement experience within the Procurement function in Institutes of Higher learning, public sector or large organization will be preferred. 
  • Strong knowledge of e-procurement systems (eg. SAP Ariba, Gebiz etc) and SAP S/4 Material Management will be preferred.
