Deputy Executive Commissioner for Procurement & Contracting Services, Kay Molina

Kay Molina is deputy executive commissioner for the Health and Human Services Commission’s Procurement and Contracting Services division. Molina has served in various roles at HHSC, most recently as interim deputy executive commissioner for Procurement and Contracting Services. She also served as HHSC associate commissioner for Compliance and Quality Control.

Since 1995, Molina has served in various legal counsel roles at the Texas Facilities Commission, Railroad Commission of Texas and the Texas General Land Office.

She has a bachelor’s degree in psychology from The University of Texas at Austin and a Doctor of Jurisprudence from Texas Tech University.
