The Reading story of the last few years has been remarkable. Better governance, more embedded systems and processes, and no shortage of hard work have enabled the Council to become more financially resilient, better informed on performance and spend, and more able to add value on behalf of our residents. Procurement and Contracts has played an important part in this journey. We are now looking for an accomplished leader who is capable of managing within a matrix environment to take things to the next level.
We’ll want you to ensure that sound procurement, commissioning and contract management practice underpins all of the Council’s investments – embedding our Hub and Spoke Model and ensuring service and contract managers across the organisation have the skills and professional advice they need to procure and manage contracts effectively. But we also want you to take the lead on embedding and optimising social value into our contracts as well as proactively engaging with the business community to ensure they understand how best to position themselves to work with the Council.
MCIPS qualified, with proven technical expertise, you will also have highly developed relationship and people management skills with the ability to influence and secure buy in from others to help build knowledge of best practice across the organisation.
