Armenia needs to bring its public procurement system into compliance with the requirements of the times. This is what Minister of Finance Atom Janjughazyan declared during hearings devoted to the issues of the public procurement system and the paths for solutions to those issues at the National Assembly today.
“The problems emerge during the enforcement of sub-legislative acts that are developed and approved by the government. Based on international practice, the government has developed a number of innovations through which small and medium-sized businesses can be engaged in the public procurement process,” the minister said.
Janjughazyan stated that, for the time being, it is hard to avoid conflict of interest, and the engagement of small and medium-sized businesses can help solve the problem during the conduct of tenders for public procurement to a certain extent.
He also informed that a new software program is being developed in order to ensure transparency of the public procurement process.
