All You Wanted to Know About e-Procurement Implementation/Solution Models

In recent years, more and more African governments are looking to implement e-Procurement solutions to address some of the challenges associated with public procurement, such as: (i) harmonizing processes to optimize their execution, (ii) increasing transparency and traceability, (iii) generating financial gains, and (iv) facilitating access to public procurement for all economic actors.

The recent study of e-Procurement Implementation/solution Models is motivated by the World Bank’s commitment to help African governments implement an e-GP solution that best meets their needs and constraints. Three implementation models have been the focus of this study: Custom Software Solutions, COTS (Commercial-Off-The-Shelf), and SAAS (Software As A Service). For countries having and using already an e-GP system, this will help to enhance the development and update of their system. Furthermore, all findings and recommendations can also be applied to any other countries outside the African region.
