Zelensky signs law on defense procurement

Ukrainian President Volodymyr Zelensky has signed Law No. 808-IX “On Defense Procurement,” which the Verkhovna Rada adopted on July 17, 2020, the presidential press service has reported.

According to the report, the document defines the general legal principles of planning, the procedure for forming the volumes and peculiarities of procurement of goods, works and services for defense purposes, as well as other goods, works and services to ensure security and defense needs.

The law also determines the procedure for exercising state and democratic civilian control in the field of defense procurement.

Law No. 808-IX is aimed at defining the legal basis for meeting the logistical and scientific needs of the state’s security and defense sector through effective and transparent defense procurement, in compliance with measures to protect national interests. The document is aimed at creating a competitive environment, preventing corruption in the field of defense procurement, developing fair competition, as well as ensuring effective and transparent planning, sales and control over defense procurement.

In addition, the law provides for bringing Ukrainian legislation in the field of defense procurement into line with the provisions of Directive 2009/81/EC, in accordance with the Association Agreement between Ukraine and the European Union.
