CHARLESTON, W.Va. — Gov. Jim Justice signed two bills Wednesday on voting in elections and recovering from natural disasters.
Senate Bill 94 allows the Secretary of State’s Office to create a program allowing people who are physically unable to vote in-person to cast an electronic ballot.
Secretary of State Mac Warner said the program will be based on an initiative allowing overseas military personnel to take part in elections.
“Consider a soldier on a hillside who doesn’t have access to a printer and doesn’t have access to mail,” he said. “The only way that they can be part of the democratic process is to submit a ballot digitally.”
Warner added voters can receive a ballot on a digital device. He added West Virginia could be a leader among states by allowing voters to submit ballots digitally as well.
Justice also signed Hosue Bill 4130, which reduces regulations on construction projects stemming from major disasters.
“A lot of people have been pushing for it to give us the simplicity we need to put people on the ground with hammers and saws and really go to work faster,” the governor said.
