The VKPP is looking for an experienced person to fulfil a dynamic role supporting the work of the wider programme. This person will be supportive, thorough and consistent and have previous experience either in a co-ordinator / executive assistant / personal assistant/ administration or office manager role.
Policing has seen prolonged significant increases in demand associated with protecting vulnerable persons. It is one of policing’s highest threat, harm and risk areas. Nationally however responses have traditionally been fragmented with significant focus on single threat strands. At a local level demand and budgetary pressures have meant this area of policing is no longer the preserve of the specialist. The associated evidence base both in terms of understanding how the threat strands intertwine and what works with regards to policing intervention has struggled to keep up.
The VKPP requires a strong Policy and Partnerships Officer to lead on specific work streams around policy, communications and partnerships. This person will be confident and able to present complex ideas to a wide range of stakeholders. This person will be passionate about supporting policing and its wider.
Purpose, role and function of VKPP:
- Work in collaboration with forces, relevant NPCC leads, NCA, College, HMICFRS and range of external partners to gather a more detailed understanding of current practice and the interventions deployed to address vulnerability and the serious violence threat
- Generate a shared understanding of where most significant gaps in practice and knowledge are nationally and identify/promote emerging innovative practice being developed
- Present and disseminate police-specific thematic learning from Serious Case Reviews, Safeguarding Adults’ Reviews and Domestic Homicide Reviews
- Own and coordinate the response to the National Vulnerability Action Plan (NVAP). This includes benchmarking force activity, progressing relevant national actions and maintaining its content based on emerging learning from national reviews/ research
- Incorporate a specific provision to focus on proactive policing
- To liaise proactively with partners to promote the NVAP, share learning and influence future multi agency practice development including national Local Safeguarding Children Board (LSCB) reform implementation and monitoring

Main Activities of the role:
- Provide comprehensive and co-ordinated PA support to members of the VKPP, to include filtering emails, correspondence, managing VKPP inbox, arrange travel, arrange appointments and meetings, maintain diaries and ensure sufficient preparation is completed prior to attendance at meetings/events
- Work co-operatively with the VKPP and national Norfolk teams and colleagues, undertake various administrative tasks to ensure the efficient running of the VKPP, provide administrative support to Senior Project Manager and Head/Deputy Head of VKPP and other members of the team
- Deputise for the VKPP at national meetings to give updates/briefings on behalf of the team’s workstreams
- Lead on all administrative for all aspects of recruitment which are the responsibility of VKPP, working in conjunction with the management team
- Undertake induction of new staff and those seconded to the team
- Undertake research tasks and accurately produce documents, reports, presentation material, performance data, and make recommendations where appropriate which will contribute to VKPP activity; using both local and national sources of information to identify efficiency savings
- Provide support to project work within the organisation, and with community partners/other agencies in accordance with the relevant legislation, policy, procedures, partnership and information sharing agreements
- Provide support to individual workstreams and work stream leads, by assisting with stakeholder engagement, preparation of business cases and project documentation for the management, governance and effective implementations of work streams
- Co-ordinate and manage report submissions and requests for coordination from forces to ensure the VKPP meets obligations to its funders and stakeholders
- Work with management team to ensure work streams progress to plan, challenge progress where appropriate, manage and mitigate risk and initiate corrective action as necessary
- Any other duties that are commensurate with the role and grade as may be requested by management
It is essential that applicants meet the following criteria:
- Senior PA/Secretarial and Executive administrative experience with the ability to maintain efficient office support systems, respond to key deadlines e.g. maintaining the diary, arranging meetings, taking minutes etc
- Extensive working knowledge of Microsoft Office and ICT Systems
- RSA level 2 typing/word processing qualification or equivalent proven ability
- Proven ability to research and accurately compose documents and presentation material, making recommendations where appropriate
- Demonstrate highly competent communication and interpersonal skills with the ability to liaise at all levels
- Flexible approach to work and changing priorities including the ability to work under pressure
- Ability to use initiative, share ideas and participate in the improvement and development of the service
- A passion for supporting services which are aimed to tackle vulnerability
- Willingness to travel to London and across England and Wales as required
