Verizon Loses Protest of Defense Agency’s Telecom Procurement

Verizon Business Network Services Inc. didn’t show that the Defense Information Systems Agency is improperly conducting a telecommunications services procurement on a lowest priced, technically acceptable basis, the GAO said Monday.

A defense regulation provides that agencies must try to avoid to using LPTA procurements but it doesn’t prohibit them, the Government Accountability Office said.

The agency showed that its procurement has clearly defined minimum performance objectives, and that exceeding performance indicators don’t provide a benefit to the government, the GAO said.
