Procurement & Contracts Manager job with Bradford Council

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

Fleet & Transport Services (FTS) are looking to recruit a Procurement and Contracts Manager. The post divides in to two related areas: Procurement and Contract Management and the key purposes of the role are to:-

  • Procure the service contracts needed to support FTS; be a source of expertise on all procurement matters; manage partnership contractual relationships; monitor service delivery management by Departments/services across the Council and the proactive management of the supply market.

  • Lead and co-ordinate contract management activities within FTS to ensure services are being delivered as agreed; ensure the correct level of performance and quality by agreeing terms and acquiring goods, services, or works from an external source; ensure that the Council receives the goods, services, or works at the best possible price, when aspects such as quality, quantity, time, and location are compared.

  • Have a strong understanding of fleet/vehicle management and of supply chains, markets and mitigation of risks and ensuring effective planning and resource allocation.  Pro-actively develop positive working partnerships both within and outside the Council and successfully undertake medium, high value and complex procurement projects either working individually, as part of the FTS management team or whilst leading procurement project teams.

The post holder must have excellent ICT and analytical skills, meticulous written and verbal communication and report writing skills and be able to produce all work with a high degree of accuracy, paying strong attention to detail and be able to complete all work effectively and to tight deadlines.

You will be a highly effective communicator, be extremely organised, self-motivating and confident in exercising a high level of initiative, creativity and professional judgement within broad guidelines and in accordance with the Council’s Procurement and Contract Management policies and procedures.
