Procurement and Supply Chain Manager job with Low Carbon Contracts Company

Role Summary:

The Procurement and Supply Chain Manager will report to the Head of Finance & Procurement and will act as a procurement specialist for the organisation as well as undertake supplier management activities for all goods and services required to support the operation LCCC and ESC.

 The role will assist the Head of Finance & Procurement to develop, review and implement LCCC’s procurement strategy following managing public money and public procurement principles.  

The Procurement and Supply Chain Manager (PSCM) will support the business to identify and implement the necessary changes with regards to all areas of procurement and supply chain, with the aim of delivering the best possible outcome for LCCC. PSCM will work closely with all departments to deliver on end-to-end procurement and supply chain management outcomes. PSCM will also be the main point of contact for BEIS procurement team.

 

Key Responsibilities:

The key responsibilities of the role are to:

 • Assist the Head of Finance & Procurement to review and implement the Procurement Strategy covering a complete procurement cycle, aligned to the company’s strategic objectives.

 • Act as a procurement specialist/advisor across the organisation having knowledge of procurement principles and controls e.g., appropriate procurement routes or approval limits.

 • Set up appropriate systems and procedures to ensure effective end- to-end supply chain disciplines exist pre and post contract award, and provide regular training to all staff relating to all aspects of procurement 

 • Ensure a strong customer focus, commercial acumen and a pro-active approach striving to meet the demands of internal customers in a timely manner. Building excellent working relationships with peers, colleagues, customers, suppliers and other external stakeholders.

 • Ensure all procurement documents are properly signed/ approved and recorded, while complying with data protection obligation.

 • Ensure compliance with government/BEIS instructions and reporting requirements, adhere to public procurement regulations, and adopt best practice; challenge the organisation’s procurement projects in relation to value for money considerations.

 • Ensure proper management of contracts, initiate actions, including the enforcement of any contractual measures to improve supplier performance; support contract owners to manage and maintain key relationships with main customers.

 • Support the business with negotiation of contracts to ensure the best contractual/ commercial levers are being used to obtain the most favourable outcome for LCCC.

 •  Actively manage, communicate commercial risks and undertake audit actions.

 • Assist with the monitoring of the benefits (cashable and non-cashable) and status of procurement projects, for example, spend and trend analysis, cost-benefit analysis saving profile; assist with supplier reviews or in developing reports for other colleagues.

 • Ensure all procurement systems and databases are managed, maintained and information cleansed, and provide accurate data and reports when required.

 • Perform monthly management reporting regarding contracts status (live, close to renewal etc.), contracts spend, and benefit realisation.

 • Perform reporting to BEIS as required by the Framework document, and Finance and Reporting letter.

 

Skills/Experience/ Knowledge Required for the Role:

  • Qualified to degree level in relevant discipline OR Professional qualification in discipline advantageous (e.g. CIPS).
  • Extensive experience of working in public sector organisations and knowledge of public and EU/FTS (Find a Tender System) procurement regulations.
  • Solid experience of running end-to-end procurement projects and managing post-award contracts and suppliers. • Extensive knowledge of contractual terms and conditions, contract law and latest thinking in procurement and government initiatives.
  • Experience and knowledge of procurement e-tendering portal and contract management systems.
  • Experience in contract negotiation and generate cost savings across multiple categories of spend.
  • Experience in implementing and monitoring the compliance with Managing Public Money guidance.
