Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Contract Specialist:
Education: Bachelor’s degree in any major field of study OR have earned at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contacts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the Basic Requirements, for this position you must meet the minimum qualifications listed below: Minimum Qualifications:
One year of specialized experience equivalent to GS-11 level in the Federal service which includes: 1) Perform oversight and execution for the Purchase Card Program; 2) Develop strategic procurement policy and changes in procedures of procurements for statutory and regulatory compliance; 3) Prepare written and oral communication sufficient to negotiate, bid, solicit and analyze contracts including cost reimbursable accomplishments; 4) Experience in business practices and market conditions to evaluate and negotiate bid, cost/pricing agreements; AND 5) Experience evaluating pre and post-award contracting policies and procedures and administering contracts to the customer mission. You will be evaluated on the basis of your level of competency in the following areas:
