No tax hike in Juniata Co. | News, Sports, Jobs


MIFFLINTOWN–The Juniata County Commissioners set a tentative budget for the 2022 fiscal year and set the real-estate millage rate with no tax increase. The general fund that commissioners have control over is set at $13,606,974.44.

Commissioner Alice Gray stated that all department heads in the county do an excellent job staying on budget to allow the county to keep the same tax rate.

Also, during the meeting, the commissioners reappointed department heads for the 2022 fiscal year. The department heads include S. James Bahorik, county administrator/chief clerk; Lindsey R. Shoop, director of fiscal management; Donald K. Zagurskie, solicitor; Jeff Haines, chief assessor; Brenda Varner, tax claim director; Ashley J. Baxter, Children & Youth Services director; Allen Weaver, emergency management administrator and 911 center director; Bradley Kerstetter, planning director; Dennis Hutchings, veterans affairs director; Eva Weyrich, voter registrar; Rich Fisher, maintenance director; and Michael J. Hower, GIS and assessment director.

The commissioners also reappointed the following individuals to four-year terms on the Juniata County Planning Commission commencing Jan. 1, 2022, and expiring on Dec. 31, 2025, as recommended by Bradley W. Kerstetter, planning and community development director: George Hackenberger, Craig Strawser and Glenn Supplee.

Thes board and committee appointments were also approved for the fiscal year 2022–Commissioner Alice Gray: Behavioral and Developmental Services Advisory Board, Call A Ride Board, Community Services Block Grant, Council of Agencies, Emergency Food and Shelter Program, Human Services and Development Fund, Juniata Valley Visitors Bureau, Local Emergency Planning Commission, Prevention Grant Committee, South Central Investment Board, State Emergency Food Committee, and the Tri-County BDS Executive Committee; Commissioner Todd Gray: Agland Preservation Board, Chamber of Commerce, Conservation District Board, Local Emergency Planning Commission, Natural Gas Co-op, Prison/Inmate Liaison, and the United Way; Commissioner Mark Partner; Area Agency on Aging Board, Local Emergency Planning Commission, Mifflin-Juniata Regional Services Board, PCorp, PSU Agriculture Extension, and the SEDA-COG Board of Directors; County Administrator/Chief Clerk S. James Bahorik: CCAP Deferred Compensation and PCHIP.

During the meeting, the commissioners also:

¯Approved the 2021 allocation requests for liquid fuel funds: Monroe Township in the amount of $2,750.45

¯Approved the tax exonerations for Fayette and Milford Townships and Mifflintown Borough as per the material provided.

¯Ratified the U.S. Department of Homeland Security Federal Fiscal Year 2021 State Homeland Security Grant Program Agreement entered by and between the Commonwealth of Pennsylvania (“Commonwealth”), acting through the Pennsylvania Emergency Management Agency (“PEMA”), and the South-Central Mountains Regional Counter Terrorism Task Force (“Subrecipient”) as recommended by Allen Weaver, Emergency Management Agency Director. The term of the agreement is Sept. 1, 2021, to Nov. 30, 2024.

¯Approved the reappointment of Mr. Fred E. Naylor as Secretary of the Juniata County Industrial Development Authority as requested by Mr. John Shirk, Industrial Development Authority Chairman. The reappointment is for a five-year term commencing on Jan. 1, 2022, and expiring on Dec. 31, 2026.

¯Acknowledged the resignations of Debra J. Huber from her position as a secretary for Magisterial District Judge Jacqueline T. Leister’s office effective as of the end of business on Nov. 29, 2021, Jana K. Hutchinson from her position as first deputy treasurer effective as of the end of business on Dec. 31, 2021, Susan G. Harris from her position as a deputy treasurer effective as of the end of business on Dec. 31, 2021. Brenda L. Clark from her position as a casual part-time employee with the Juniata County Treasurer’s Office effective as of the end of business on Dec. 30, 2021, and Ronald G. Cisney from his position as a telecommunicator with the County’s Communication Center effective as of the end of business on Dec.17, 2021.

¯Authorized the County Administrator to execute a “Commercial Energy Sales Agreement” for consortium electricity purchasing as recommended by Provident Energy Consulting, LLC. Due to the current volatility of energy prices, Provident Energy is requesting same day turnaround for the agreement.

¯Approved payment of checks No. 63127 – No. 63149 in the amount of $40,477.43.

¯Reviewed the following departmental reports: “Summary of Collections Report – Fines and Costs” as submitted by Jacqueline T. Leister, Magisterial District Judge. (October 2021), “Disbursement Summary Report” as submitted by Tracy Powell, Magisterial District Judge. (November 2021), and “Treasurer’s Report” as submitted by the Treasurer’s Office. (November 2021).
