A procurement terrorist is a person who uses unlawful violence and intimidation against civil servants in the pursuit of political and commercial aims. This definition emphasises the role of the mastermind who stands to gain both politically and commercially, while the assassins only get small change. The prevalence of the phenomenon justifies the phrase procurement terrorism.
