Head of Contracts and Procurement job with East Coast Community Healthcare

East Coast Community Healthcare Community Interest Company (ECCH) are entering an exciting period of development as we implement our ambitious Growth Diversification and Partnership (GDP) strategy.  This strategy is designed to maximize the opportunities of being a Community Interest Company operating in the new integrated health and social care business initially across Great Yarmouth and Waveney. As a result we are establishing a new Commercial Directorate with this post being one of several new roles to support the Commercial Director.

This role is designed to attract the best candidates to hold the contracting and procurement responsibilities to help us deliver the GDP strategy and maintaining the “Business as Usual” portfolio of circa £40m per annum.  Whilst traditional NHS contract management experience would be useful it is not a prerequisite for this new role which would be equally applicable to candidates who also have a commercial background.  The key requirement is to be able to think strategically whilst acting tactically in the delivery of support for this brand new Directorate as we move to an equally balanced portfolio of services and products across a wider geographic footprint and a developing ECCH group structure. 

Main Duties of the Role:

To be responsible for the negotiation, development, and management of all contracts and commercial vehicles currently held by ECCH CIC and its group subsidiaries as well as providing new business contracting support to the business development function and its delivery of the GDP strategy.  

Responsible for  operating an effective, high quality, contracting function that takes account of the national and local NHS commissioning agenda and other commercial vehicles developed to support the expansion agenda of ECCH on its journey to destination 2025 e.g. Partnership Agreements, Memorandum of Understanding etc to deliver recurring £2.5M annual surplus to reinvest by Sept 2025.

The development of external relationships and managing stakeholders across a diverse portfolio of businesses as ECCH moves away from being largely dependent on statutory NHS and local government contracts whilst still maintaining and improving the detailed and highly complex transactional contract management process. 

Provide a high level of technical expertise and structure to the contracting management process ensuring that the latest national NHS health and social care commissioning policy is communicated and implemented within the organisation through accurate interpretation of the published annual commissioning intentions.
