Hiring Range: $63,180.00 to $80,560.00

Work Day/Hours: Monday – Friday 6:30am – 3:00pm

Position is devoted to maintaining and repairing City property, vehicles, roads and traffic systems, equipment and facilities, providing custodial services, and collecting, transporting and disposing municipal solid and yard waste through the performance of semi-skilled and skilled labor and technical work. Providing first- or second-level supervision to paraprofessional maintenance and field employees and oversee an assigned maintenance or operational unit, typically involving multiple functions and crews such as equipment and inventory, parks, radio systems, solid waste, police facilities or urban forestry. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, overseeing procurement processes, developing operational policies and procedures, managing budgets and expenditures, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.

Responsible for developing and implementing work plans; managing and tracking metrics; completing major initiatives; coordinating projects; coordinating resources and staff; and ensuring safety policies and procedures are implemented.

Supervises support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Duties/Responsibilities

• Supervises the operations, projects, and programs of multiple functions and crews involved in the construction, maintenance, and/or repair of municipal facilities; develops and implements work and project plans; coordinates project and maintenance operations; completes major initiatives.

• Ensures operating efficiency and compliance with applicable safety and operational regulations, policies, and procedures; inspects staff performance and job sites; conducts surveys; identifies and evaluates maintenance and operational needs; ensures adequate staffing and budget levels; manages and tracks metrics; and coordinates/allocates resources.

• Manages inventories; assists with budget preparation; may coordinate stockroom operations; estimates material and labor costs; reviews and approves expenditures; analyzes and calculates financial and other budget-related data; and develops and makes expenditure recommendations.

• Coordinates with vendors, contractors, residents, City departments, and/or agencies to provide customer service; resolves and troubleshoot complex issues or customer complaints; provides professional and technical assistance, including serving as a subject-matter expert; addresses citizen concerns, claims, and service requests; serves as a liaison to different groups; and establishes and maintain partnerships.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to facilities management may be responsible for:

• Supervising operation, and trades employees involved in service, maintenance, emergency response, and preventative maintenance, including electrical, carpentry, painting, plumbing, and HVAC, activities.

• Planning, scheduling and overseeing periodic maintenance assignments for municipal facilities; organizing warranties, assuring compliance with system testing protocols and upkeep.

• Planning and programming responsibilities, including developing robust systems for facility condition assessments, documenting and planning for equipment replacement and continuous improvement.

• Budgeting and forecasting of operating funds to support acceptable level of service for facility portfolio maintenance.

• Leading teams through change and implementation of improved processes, systems and structure for a portfolio of best practices in facility management.

• Implementing, assessing and managing performance metrics for facilities management in alignment with strategic goals.

Minimum Qualifications & Experience

• Bachelor’s Degree in field related to assignment.

• Five years of related facilities maintenance management experience.

• Experience with work order management software.

Additional Preferred Skills

• Certified Facility Manager, or equivalent certifications showing progressive knowledge in Facility Management, to include IFMA certification, APWA or other national facility management organization

• Program Management experience

• Time management, organization and prioritization abilities

• Keen attention to detail and efficient problem –solving skills

• Excellent communication and interpersonal skills

• Demonstrated Leadership experience
