Government consists of elected politicians who make the decisions advised mainly by civil servants. So to reform government you need to look at how well each is doing their job.
To start with Ministers, the priority must be to keep them in post as long as possible so they learn about their departmental responsibilities. I had nine pensions ministers in five years- a crazy situation for such a long term policy area.
Very few have relevant prior experience , and all would benefit from training and regular appraisals. But even before this, the Prime Minister should start by stating clearly what outcomes he wants his Ministers to achieve. Too often success is stated as more doctors ,nurses or policemen…
