With the implementation of the new excise policy, the liquor business was taken away from the Delhi government’s four corporations which were responsible for nearly half of liquor sales in Delhi and have now been handed over to the big private players.
The four corporations include Delhi State Industrial and Infrastructure Development Corporation (DSIDC), Delhi Tourism and Transportation Development Corporation (DTTDC), Delhi State Civil Supplies Corporation Ltd (DSCSC) and Delhi Consumers Cooperative Wholesale Store (DCCWS).

Moreover, the new policy has given the wholesalers authority to do business with the retailers out of their accord, giving a few wholesalers significant control over the supply of liquor to retail vendors and the extent of discount that is to be offered.
The extension in the policy is made subject to payment of a pro-rata fee for the extension period, including security deposits wherever applicable.
