PATNA: Deputy CM Sushil Kumar Modi, who also holds the finance portfolio, on Thursday said government departments at district level would procure goods through government e-marketplace (GeM) portal from next financial year.
Modi, who was addressing a conference on GeM portal at Adhiveshan Bhavan here, said the target of procuring goods worth Rs 1,000 crore through the portal would be achieved in this financial year.
The deputy CM asked the finance department to ensure that at least Rs 300 crore purchase is made in the next three months. The state has so far purchased goods and availed services worth Rs 704.31 crore from GeM portal, thus standing fourth in the country in terms of using the portal. The finance minister also hailed formation of state gem portal account (SGPA). Any department can put money in this account before making purchases and if they fail to pay to the dealer within 15 days, the latter will automatically get the money from SGPA.
Modi suggested that a filtering process should be introduced in the GeM software for the vendors from Bihar. “Of the Rs 704 crore business done in this financial year through the portal, Rs 124 crore transactions were made by the dealers,” he said.
Praising this e-Marketplace, Modi said it’s more transparent and less tedious with no scope of commission. He said the departments which are not using GeM portal would be identified soon. So far, state urban development and housing department (UDHD) has done maximum purchase from GeM amounting to Rs 305 crore, followed by social welfare department Rs 137 crore, home department Rs 118 crore, health department Rs 26 crore, science and technology department Rs 24 crore and education department Rs 21 crore.
He said the Centre was also devising ways to make the portal available to private entities for bulk purchases.
On booming online business which is hampering retailers, Modi said the Centre is in the process of introducing measures to help retail as well as online businesses.
