Qualification Summary
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below;To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined asknowledge of program and administrative laws, policies, regulations and precedents relating to developing, monitoring, and evaluating resource management efforts. planning, organizing, and directing using resource management programs. Responsible for developing and executing the Office of Conservation and Recovery (ORCR) budget. Provides risk analysis and economics support concerning waste and material management.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the complex concepts, principles, policies, practices, laws, and regulations, relating to the program management of budget, contracts, and grants for a national program.
Ability to work directly across the Agency and with OMB and the Treasury department on the collection, tracking, and disposition of fees collected to fund a national program.
Ability to develop contract budgets and and annual Congressional Justifications to support strategic planning for the eManifest program.
Skill in setting up unique internal controls and reports to monitor the cost, management, and overall technical performance of the eManifest contracts.
Knowledge of EPA’s appropriations policies.
Skill in planning project goals or missions and identifying problem solving processes for problems that arise during the life of the project.
Ability to work cooperatively in a team environment; and prepare and present briefing materials to upper level management.
Knowledge of EPA’s financial control systems.
Ability to motivate and coach team members to meet their objectives using good inter-personal and effective team process techniques.
Skill in leading a team around objectives and milestones that are understood by all members of the team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
