You’ll be the council’s head of profession for procurement, working with elected members, senior leaders, staff and partners, and championing the contribution of best practice in procurement to improving outcomes through social value. Working alongside the section 151 and monitoring officer, you’ll ensure strong governance and assurance across all procurement and contract management activities. You will lead a highly professional procurement and contract management service, working collaboratively and proactively with directorates to ensure a rigorous commercial approach to expenditure, deliver value for money outcomes, and transform the ways services are delivered.

In addition to developing our procurement strategy, you’ll be responsible for its delivery to the highest standards. That means maximising commercial opportunities, delivering best value, and supporting the Mayor’s ‘Triple Lock’ commitment to embedding social value, environmental sustainability and equality and inclusion into everything we do. Moreover, you’ll hold and maintain the council’s contract register, both as a commercial planning tool and a single central repository of all contract matters.

Candidates must be MCIPS qualified or hold a comparable alternative qualification, and will have substantial experience of leading and managing procurement and contracting. Both strategic and a skilled manager of teams, you’ll be able to point to sustained success in driving real change and improvement, and will be familiar with the nuances of managing complex large procurements for strategic partnerships. A sound understanding of procurement in local government – including the key categories of spend involved – will be complemented by excellent interpersonal and communication skills, and a keen commercial instinct.
