The Welsh Government is aiming to develop a digital policy mapping tool to support procurement by the country’s public sector.
It has indicated that the tool would be used to disseminate relevant information, report on outcomes, share best practice and case studies, and provide training information – and is aimed at raising the standard of procurement activities and outcomes.
This comes in response to a belief that there is currently a lack of sufficient guidance on the relevant policies and a fragmented approach to how they are implemented.
It has published a market notice for a company to work with the Sell2Wales organisation in the alpha and beta phases of the development project, saying it will continue for the first 12 months of live service.
Need for understanding
The move derives from the Welsh Government’s responsibility for procurement policy and legislation in Wales, with the tool “intended to enable the Welsh public sector procurement community to understand which policies are relevant or need to be consulted”.
The notice says the tool will have to be scalable and easy to configure, reflecting the need for it to be used by non-technical staff.
It will also be used by Welsh Government officials to understand how procurement is being carried out and policies applied.
A prototype has already been developed and technical requirements defined.
