Basic Purpose

To research, evaluate, design, implement, and maintain Procurement & Vendor Management systems and product solutions, applying strong knowledge of engineering principles. Assist with coordinating activities between multiple disciplines within IT and vendors on both technical and non-technical issues pertaining to on-prem and cloud-based application configurations, customizations and integrations. Considered subject matter expert and a key stakeholder/key contributor on moderate to complex initiatives, providing technical direction and engineering support in the development of applications, tools, platforms and services. Conduct work assignments under limited supervision in a collaborative and agile environment. Work is self-directed and not prescribed. Work involves understanding the customer’s business challenges and coming up with solutions to solve the problem through enhanced features and process flows, while including advanced technology components.

The candidate has experience with Procurement & Vendor Management applications, has participated in the full Software Development Life Cycle (requirements, design, development, deployment and support) and has a strong understanding of SAFe Agile methodologies. Must be able to communicate solution requirements and architecture with technical and non-technical stakeholders and possess a working knowledge of project management methodologies.

Responsibilities:

• Support product-focused delivery of Procurement and Vendor Management (PVM) product technologies with respect to application/enterprise capabilities and software for multiple on-going projects, collaborating with enterprise and solution architects, and aligning to organizational goals and strategies.
• Leverage functional and technical knowledge of Procurement and Vendor Management Lifecycle systems and software to design, build and deliver high-quality and effective technical solutions for multiple product technologies.
• Design, develop and deploy secure, efficient and fundamentally sound system and product solutions with forward-thinking technical expertise in current and emerging technologies, trends and practices and in compliance with Navy Federal and Information Security principles and practices.
• Research, evaluate, recommend, and implement design solutions that align with business needs, organizational strategic objectives, and industry best practices.
• Responsible for system analysis, design, development and deployment of new or extended features and enhanced system capabilities.
• Design, build and deliver integrations and complex configurations in on-prem and SaaS platforms.
• Leverage industry recognized tools and technologies to diagnose and support root cause analysis to effectively identify and resolve Production Support incidents and prevent recurring issues.
• Manage deployment of new modules, upgrades and fixes.
• Drive system requirements, system specifications, input/output processes with business and product teams, leveraging system engineering principles and best practices.
• Identify potential problems in design, quality, or operation and initiate corrective action to effectively mitigate risk and improve performance and functionality.
• Ensure solutions are thoroughly tested, validated and verified.
• Support release management activities for regular cadence vendor releases and engage with customer business teams to implement updates and changes.
• Install, maintain, and perform configuration of infrastructure applications.
• Prepare and present functional and technical design specifications and design project process flow
• Build and maintain effective relationships with team members, management, key stakeholders and/or external contacts (vendors, etc.).

Qualifications:

Required:

• Bachelor’s degree in Computer Science, Information Technology, or related field, or the equivalent combination of education, training and experience
• Technical experience supporting, configuring and operating hosted and/or Cloud solutions for Procurement and Vendor • Management Lifecycle systems and software, to include Sourcing, Requisitioning, Contracting, Third Party Risk • Management capabilities and related analytics.
• Broad understanding of Procurement & Vendor Management functional process, workflows, and industry best practices.
• Advanced knowledge and understanding of the end-to-end IT process, with experience in systems and architecture analysis, design, engineering, implementation, and operations.
• Requires both functional analysis skills, technical development skills, and to have thorough understanding of the development lifecycle, including software design, development, testing, and support of web applications.
• Demonstrated ability to solve complex system/integration problems through innovative solutions.
• Experience with Oracle Applications, PeopleSoft Financials, Fusion ERP and Cloud Solutions, Ivalua.
• Strong and hands-on experience with Toad/SQL Developer, SQL, XML, patching, webservices, Rest Services.
• Familiarity with technologies and design concepts such as: SQL, ETL, structured data, data cleansing, writing complex SQL queries etc.
• Experience with private, public and hybrid cloud infrastructure (ie. AWS, Azure, Oracle Cloud)
• Expert level knowledge of data integration and familiarity with common data integration challenges like converting data types, handling errors, and translating between different technology stacks.
• Ability to read and decipher software log and trace files, server configuration, performance tuning and act upon the findings to determine a problem solution.
• Advanced troubleshooting skills and ability to identify root causes of issues and provide solutions.
• Self-motivated and proactive, able to learn quickly and apply new concepts, tools and applications with demonstrated ability to solve complex system/integration problems through innovative solutions.

Desired:

• Experience with MuleSoft Integration framework is desirable
• Familiarity with networking protocols (TCP/IP, HTTP) and standard network architectures
• Experience with Microsoft Windows and Unix/Linux server operating systems
• Experience with designing REST APIs (MuleSoft or similar)
• Knowledge of software engineering best practices across the development lifecycle, including agile methodologies, coding standards, code reviews, source management, build processes, testing, and operations.
• Experience with Object Oriented Programming languages: C3, C++, Java, J2EE, Python, .NET.
• Familiarity with Vulnerability remediation
• Experience with Agile software development practices including SAFe, Scrum, Azure DevOps, and CI/CD
• Knowledge of common platforms such as Service Now, Pega, SharePoint, etc.

Salary: Navy Federal Credit Union assesses market data to establish salary ranges that enable us to remain
competitive. You are paid within the salary range, based on your experience, location and market position.

The salary range for this position is: $72,300 to $123,500 Annual Salary
