Sandra Yu Stahl named Detroit’s chief procurement officer

The city of Detroit has a new procurement chief and its highest ranking Asian American in city government.

Sandra Yu Stahl, 38, was named deputy chief financial officer/chief procurement officer, succeeding Boysie Jackson, who retired this month, according to a news release.

Per the City Charter, CFO Jay Rising made the appointment, which takes effect Aug. 29.

In her new cabinet-level position, Stahl will manage purchasing and contracting for the city. Her annual salary will be $169,042.

Stahl previously served as director of the General Services Department, where she managed 800 employees and a $150 million budget, the release said. Stahl led operations for Detroit’s facilities, vehicle fleet, parks, recreation, blight remediation and animal control. Last year, she managed the rollout of $200 million in American Rescue Plan Act projects.

Stahl named Toni Stewart-Limmitt as deputy chief procurement officer. Stewart-Limmitt previously served in the procurement office as associate director of administration for ARPA and the Coleman A. Young Municipal Center.

Stahl received her bachelor’s degree in urban studies and planning and master’s degree in city planning from the Massachusetts Institute of Technology, according to the release.
