As ward councillors we are compelled to forward service delivery issues of a capital nature to the integrated development plan.
From there it goes to council to be debated and finally to referred to SDBIP for the mayor to share it with the community at various imbizos.
In my term as ward councillor I managed to get a few projects to the tender stage to be awarded to contractors.
It is at the BEE principled procurement process where two projects of more than R3 million rand respectively recently went completely sour.
In both cases the contracts were awarded to totally incompetent contractors.
In the case of the Banana Beach walkway, the contract landed in the hands of a businesswoman from Durban with no experience or knowledge of building construction and zero financial infrastructure to even start the work.
Completion date was set for the end of November 2021.
Not too long ago she was forced to cede the contract to another contactor on work that was supposed to be finished before the end of the financial year (June 30, 2022).
Resort owners in the area suffered considerable financial losses due to there being limited access to the beach for more than a year.
The BEE procurement policy was brought in to address the imbalances of the past – as accepted by all open-minded South Africans.
Unfortunately, it proves to be a complete failure, open to corruption as experienced throughout the whole of South Africa.
I have to add that the oversight and supervision roles of senior officials of .RNM was virtually non-existent.
The incompetence of the contractors should have been identified and reported after the first month of commencement of these contracts.

Unfortunately, one cannot respond to a councillor of Ray Nkonyeni Municipality through the media.
The councillor is fully aware of the means and ways of raising issues, for an example submitting a notice of motion through the Office of the Speaker for the issue to be discussed in council.
