Kavango East Procurement Committee, a Cause for Concern

IS THE KAVANGO East regional procurement committee independent and impartial? Is it compliant?

Has the Public Procurement Act 15 of 2015 failed the committee, or has the committee failed the act?

Independence and impartiality are cornerstones of the administrative function under any rule of law.

Impartiality and independence not only refer to adjudication, these principles are the cornerstones of government administration.

This means no person or organ of the state may interfere with the functions of the procurement management unit or procurement committee, while impartiality, on the other hand, refers to a state of mind or attitude of the people in relation to the procurement process and the parties in a particular bid, and connotes the absence of bias.

The independence of the committee is the complete liberty of a free and fair bidding process to evaluate and award bids that come before them.

No outsider should be allowed to interfere in their decision.

Impartiality refers to open-minded readiness to persuasion – without unfitting adherence to the procurement committee’s view.

It has been said that if you don’t know where you’re going, any road will take you there.

What’s worse, you won’t even know when you have arrived, unless you have a definite idea of where you want to go.

The love of money has blinded the Kavango East regional procurement committee, which has jeopardised the independence and impartiality of the process.

They have lost vision.

Proverbs 29:18 says where there is no vision, the people perish.
