Job Purpose
The Vice President, Procurement & Contracts is responsible for providing strategic leadership to the Procurement and Contracts Division. The VP ensures achievement of overall plans and strategies of the division and oversees the provision of high quality Procurement services that supports the vision, mission and goals of the University.
Key Roles & Responsibilities
Strategic Responsibilities
- Drive the formulation of the Division’s strategy, as well as annual business plans.
- Develop the Division’s policies and procedures, adhering to the overall business objectives of the University, ensuring they promote leading practices and excellence.
- Develop and manage the Division’s budgets; monitor the performance of budgets and report back on a timely basis to ensure that divergences are addressed promptly.
Operational Responsibilities
- Provide leadership and supervision for Procurement and Contracts operations.
- Provide effective procurement and contract administration services for the provision of supplies, services and capital equipment required for University teaching, research and administrative operations.
- Supervise day to day operations, oversee special projects and establish strategic plans and budgets for the division.
- Oversee the entire lifecycle of sourcing & procurement projects, from planning & bid preparation to budget / forecasting, negotiation and reporting.
- Oversee and provide guidance to the Director, Procurement and Contracts to develop procurement strategies based on continuous monitoring and forecasting of changing market conditions.
- Oversee the development and implementation of the University’s annual procurement plan, ensuring the delivery of best quality goods and services at lowest price / best value.
- Lead negotiation with suppliers or vendors for high value and sensitive contracts in coordination with the Director, Procurement and Contracts.
- Leads the evaluation of in-sourcing strategies, assessment and deployment.
- Review and approve all contracts, ensuring adherence to policies and procedures of the University in coordination with the Director, Procurement and Contracts and General Counsel.
- Oversee the Procurement and Contracts Division in addressing purchase-related challenges and resolving any issues with vendors / suppliers on a timely basis.
- Ensure Procurement and Contracts activities comply with all legal and regulatory requirements of
- the UAE.
- Oversee and provide guidance to the Director, Procurement and Contracts to review and monitor
- performance of suppliers, ensuring service line agreements (SLAs) and key performance indicators
- (KPIs) are met.
- Oversee and provide guidance to the Director, Procurement and Contracts to measure and track
- end user satisfaction as it relates to the procured goods and services.
- Ensure adherence to the University’s information security policies and procedures, and report
- breaches or other security risks accordingly.
- Ensure coordination with other departments to facilitate the accomplishment of tasks and
- responsibilities, as and when needed.
- Perform any other tasks assigned by Line Manager.
Supervisory Responsibilities
- Provide coaching, guidance and mentoring as required to enhance the internal capabilities of the
- team and ensure the achievement of established objectives and plans.
- Recommend appropriate training courses as per the pre-determined training needs, evaluate their
- effectiveness, and monitor their results.
- Carry out performance appraisals for subordinates according to planned schedules and
- recommend necessary actions as per the applied practices.
- Conduct periodic meetings with subordinates to ensure that priorities are clear and workflow is
- running smoothly.
- Follow-up on employees’ administrative affairs such as vacations, leaves and other administrative and related affairs.
Qualifications

Required Qualifications
- Bachelor’s degree (Master’s degree preferred) in Business Administration or any other related field with relevant Certificates like CPM or CPP preferred.
Required Experience
- A minimum of 16 years of experience directly related to the duties and responsibilities specified, of which 8 years should have been in a Senior Managerial position, preferably in higher education.
