Firm led by procurement chief wins £38m contract

A Labour peer who was appointed by the government to improve procurement processes in the NHS is the chairman of a company that secured a £38 million contract for Covid testing.

Lord Carter of Coles is a former investment banker who chairs the procurement and efficiency board at the Department of Health and Social Care.

He is also the chairman of Health Services Laboratories (HSL), a diagnostics company that was awarded a £38 million contract without competition to provide testing equipment to the department, according to the Byline Times website.

Lord Carter said he had had no involvement in the procurement of HSL’s services in September and said his chairmanship had been declared.
